Growing on a damp rock in shade near Shine Falls Hawkes Bay. No flowers, not sure if it's a Cotula/Leptinella or an Acaena.

Leptinella - most probably L. squalida subsp. squalida - try that one anyway.

While Leptinella. L. squalida subsp. squalida is common in Hawkes Bay (and your photo appears to be that species) there are plants that appear to be L. dioica subsp. dioica in the Te Waka - Maungaharuru area
